Russia, the world’s No.1 sunflower oil supplier holding 35% of global export share, has announced a landmark adjustment to its sunflower oil and meal export tariff policy, unlocking significant growth momentum for the global sunflower processing industry.

Core Tariff Adjustment Details

The Russian government has raised the export benchmark price for sunflower oil from 82500 rubles/ton to 90750 rubles/ton, and for sunflower meal from 15875 rubles/ton to 17463 rubles/ton. Under Russia’s floating tariff calculation formula, a higher benchmark price directly reduces the payable tariff.

This adjustment has driven a 71.3% month-on-month plunge in sunflower oil export tariff for May 2026, dropping from 16222 rubles/ton in April to 4650 rubles/ton. Meanwhile, sunflower meal export tariff has been cut to zero, down from 749.6 rubles/ton in April. The policy is designed to support domestic sunflower processing enterprises and boost production and export growth.

Favorable Market Fundamentals

The tariff cut comes amid a supportive external market environment: high international crude oil prices, strong biodiesel demand underpinning the vegetable oil market, and persistent global commodity market volatility providing price support for sunflower products.

This dual dividend of rising international selling prices and sharply reduced export costs will significantly enhance the global competitiveness of Russian sunflower oil and meal, while underpinning domestic sunseed prices and stabilizing the whole industry chain.
